Preheat your oven to 350°F. Line a baking sheet with parchment paper and set aside.
In the bowl of a stand-up mixer, beat together the butter and sugar on medium-low speed until combined.
Add the egg and vanilla extract and mix again until well combined.
In a separate bowl, whisk together the flour, baking powder, and salt.
With the mixer off, add the flour mixture and milk to the wet ingredients, then mix on medium speed until combined. Do not overmix!
Shape the dough into small balls, lightly flatten, and space evenly on your lined baking sheet.

Notes
When baking with fresh milled flour, I always recommend measuring by weight instead of volume for the best accuracy. Weigh the flour after it's been milled; don't go by the weight of the wheat berries.
*You can make these with hard white wheat; just be sure to measure by weight, not volume. You should end up with about 1 ½ cups of hard white wheat flour.
If you don't have a standup mixer, you can make these just fine in a mixing bowl with a wooden spatula.
**Every oven is different, so please adjust cooking times accordingly. I suggest checking the wafers at around 10 minutes.
